Education Assessment, Research & Digital Transformation Specialist
Helping education systems transform evidence into better policies, stronger institutions, and improved learning outcomes — through assessment, research, artificial intelligence, and digital innovation.
Dr. Doniyorbek Ahmadaliev holds a PhD in Education Information Science and Technology from Northeast Normal University (China), with more than 15 years across university teaching, research, software engineering, and educational leadership.
He currently serves as Head of Division at the Center for the Development of Education under the Presidential Administration of Uzbekistan, where he leads evaluation of learning content, textbooks, multimedia resources, and assessment evidence, and coordinates data-driven analyses for national education decision-making — producing analytical briefs, monitoring indicators, and recommendations for policy stakeholders. He also teaches at Webster University in Tashkent, linking AI and data analytics to operational, tactical, and strategic decision-making.
His research focuses on adaptive educational hypermedia, learner modeling, personalized e-learning, recommendation of learning resources, machine learning applications, and data-driven evaluation of learning systems — converting complex datasets into indicators, reports, and decision support for academic and policy audiences.
The mission: bridge research, assessment, data, and technology to support evidence-informed educational transformation, toward an education system where policy, practice, and innovation are guided by reliable evidence and continuous learning.
Each area plays a role in a single narrative: assessment generates evidence, research interprets it, AI and data make it useful, system improvement turns it into reform, international collaboration brings global perspective, and knowledge sharing spreads the learning.
Strengthening education systems through reliable, valid, and meaningful assessment of learning.
Generating and translating educational evidence into practical policies and system improvement.
